Z, I don't know if this is quite your field of expertise but here we go. I work for Greenville Utilities Commission in Greenville, North Carolina as a water quality technician.
I have a customer that has a Rinnai system installed. They complain of itchy skin and very high chlorine off-gassing in their hot water, which results in eyes burning. Guests always comment on these issues also. Our lab techs have performed repeated tests and found nothing remarkable. There have been no other complaints from the area. We are feeding chloramines and residual in the area is maintained around two to three parts per million by a free flowing tap.
Again I don't know if this is quite your thing but I appreciate any thoughts you may have.
