no power to control gas valve when power vent cord is pluged in

New rheem performance model xg75t06pv76uo serial q411503736. 75 gal power vent water heater plugged in power vent and turned on gas.no lights on gas control valve.pressed in at same time hot and cold arrow as per instructions nothing happens circuit breaker is good along with outlet.plenty of gas pressure in line when union cracked.will not fire up
