water gets really hot and leaks

Pressure relief valve on the Ruud 80 gal tank is leaking water. I had the valve replaced but it still seems to be too hot and opens, leaking water.
Using Independent Energy inc. C-30-1s differential temperature controller.
Everything seems to work ok except the water gets really hot and then the pressure valve on the tank opens. Tank is electric with a back up heater element.
How can I test the sensors? I adjusted the controller to a lower maximum temp but it still gets real hot. I am thinking it might be a sensor but I don't know how to test them. Any help would be greatly appreciated.
