My Kenmore hot water does not draft properly

I have a kenmore 40 gal. powermiser 9 hot water heater the problem is when the burner comes on the flue pipe stays cold and the co dumps in the house setting of the co sensors sometimes the flu pipe heats and then it vents good. I have cleaned the burner and surrounding area installed a 4 inch flu liner that the 3 inch pipe is tied into no other appliance is connected to this. the heater is approximately 8 years old should i replace this if so what would be a more reliable replacement. The house is 40 years old and the other heaters worked perfectly all this time.. I would like to find the problem so i can tell others about this Any ideas would be greatly appreciated. By the way this has a sealed burner compartment. which i think is stupid idea. Thanks bunch

To draft properly you need good air flow into your burner chamber as well as a good upflow out your flue pipe. if you have a sealed burner check under your water heater for the air intake screen (flame arrestor). it should be cleaned every six months. they make a vacuum brush, its a great tool design to clean the air intake screens. Know that you have good air intake, your next check is exhaust. make sure you have a good slant upward on your flue pipe. check the end of your flue run for any obstruction. Make sure the flue cap is not to far down over the flue. good luck.
